Open Burning 

To cause, or allow, or permit open burning of substances which as a result of said burning emit foul, or offensive, or nauseous, or noxious, gases, or particulate matter, or soot, or smoke; including but not limited to tires, insulated electrical wires, asphalt impregnated roofing or siding materials, garbage, refuse, rubbish, offals, hair, hides, manure, dung, feces and excrement.

Inoperable Motor Vehicles 

To cause, or allow, or permit open burning of substances which as a result of said burning emit foul, or offensive, or nauseous, or Inoperable Motor Vehicle to own or keep or to store or to have under their control in view of the general public, whether on public or private property, an inoperable motor vehicle. Inoperable motor vehicle means any motor vehicle from which, for a period of at least seven (7) days the engine wheels or other parts have been removed, or on which the engine, wheels or other parts have been altered, damaged or otherwise so treated that the vehicle is incapable of being driven under its own motor power. It does not include a motor vehicle which for a period of less than 7 days has been rendered temporarily incapable of being ordinary service or repair operations. It is not a nuisance to keep an inoperable motor vehicle within a fully enclosed building. Covering or concealing an inoperable motor vehicle with temporary or non-permanent coverings or with any structures which are not fully enclosed buildings does not render it out of the view of the public for purposes of this ordinance. This section does not apply to operable historical vehicles over 25 years of age or to a motor vehicle on the premises of a place of business lawfully engaged in the wrecking or junking of motor vehicles.

 

Noise

No person shall emit beyond the boundaries on his property any noise that unreasonably interferes with the enjoyment of life or interference with any unlawful business or activity. The following acts are declared to be excessive unnecessary noise which constitutes public nuisances: blowing horns, radios, pets, blowing whistles, exhaust discharge, noises near schools, clinics, hospitals, churches, etc. noises to attract attention, drums, loudspeakers, and amplifiers. Building Operations-The erection (including excavation), demolition, alteration or repair of any building, or the excavation of streets or public places in any residential are, other than between the hours of 7:00am - 6:00pm, except in case of urgent necessity in the interest of public health and safety, and then only with a written permit from the Zoning Enforcement Officer or the Mayor. The foregoing shall not be applicable human voices or cheering at duly authorized baseball, basketball and other public sporting events; except between the hours of 11:00pm-7:00am. noxious, gases, or particulate matter, or soot, or smoke; including but not limited to tires, insulated electrical wires, asphalt impregnated roofing or siding materials, garbage, refuse, rubbish, offals, hair, hides, manure, dung, feces and excrement.
